Mel Sager acquired this property and, starting in 1977, went door to door around Mill Bay asking residents what they’d like to see in a mall.
The extensive consultation with the community guided the subsequent development of Mill Bay Centre.
Phase 1 was the central strip of shops. Mel formed a partnership with David Gibson (shown on the right with Phase 1 framing) and Richard Sager.
Gibson’s became the third store in the Thrifty Foods chain. Island Savings is now in the middle of the parking lot shown here.
